President-Elect - Panhandle Chapter

Jonathan is an Associate Electrical Engineer and Electrical Section Manager in the Aviation & Federal Division at Burns & McDonnell and has served TSPE since 2013. He has served as Region I Vice President, and Chair of the Young Engineers Committee and PR Committee. At the Panhandle Chapter, he has served as President and State Director, through which he has been integral in revitalizing the chapter, engaging professionals and students, and supporting creation of a Scholarship Benefit Tournament. He is the past Region V Vitality Coordinator with the Institute of Electrical and Electronics Engineers (IEEE),serves the IEEE Panhandle Chapter in many leadership roles, and volunteers at bi-annual continuing education seminars. He was awarded Young Engineer of the Year for the TSPE Panhandle Chapter in 2017, TSPE in 2019, and NSPE in 2020. He received his MBA at Wayland Baptist University in 2023 and his Electrical and Computer Engineering Degree from Baylor University in 2009. He serves Baylor’s Electrical and Computer Engineering Industry Advisory Board and West Texas A&M College of Engineering Industry Advisory Board.

Executive Vice President - Permian Basin Chapter

Eric L. West, P.E., F.NSPE is currently a Partner and the Director of Site Development & Planning for Parkhill, a multi-discipline engineering and architectural firm based in Texas. Eric has been with Parkhill in Midland for 27 years after graduating with a BS & MS in Civil Engineering from Texas Tech University. During his career, Mr. West has designed and managed civil engineering projects for public and private entities in the fields of storm water, transportation, land development, and planning. At Parkhill, Eric is heavily involved with the strategic planning and execution of initiatives at all levels. As a member of TSPE/NSPE, Eric has been involved at all levels of the organization, most recently as the President of the NSPE Education Foundation and Chair of the TSPE PR Committee. He previously served on the Board of Directors for both TSPE (Region I VP) and NSPE (Young Engineer Rep), the NSPE House of Delegates (PEPP), and on numerous task forces and committees. Eric was named as a Texas Engineering Foundation Distinguished Engineer of the Foundation and a Fellow of the Society for NSPE. He has also been awarded the Texas and National Young Engineer of the Year as well as the Texas Engineer of the Year by TSPE.

Immediate Past President - Preston Trail Chapter

Richard is Corporate Vice President of Binkley & Barfield | DCCM at its Richardson, Texas office, where he has worked for over 28 years. Richard has served the TSPE Preston Trail chapter since 1996 and was honored as its Young Engineer of the Year in 1999 and Engineer of the Year in 2009 and again in 2023. In 2024 he was recognized as the TSPE Engineer of the Year. Actively involved in MATHCOUNTS, he has served as State Chair and was recognized in 2007 as a Distinguished Engineer of the Texas Engineering Foundation. Richard also served NSPE as an active member of its Student Chapter Development Task Force and currently serves as TSPE Immediate Past President. Richard earned a BS degree in Civil Engineering from Texas A&M University and an MBA degree from the University of Texas at Dallas.

Richard and his wife Erika have been married for 25 years and are blessed with a son and daughter. Before work you can find him at CrossFit, and in his spare time he enjoys fishing and travel.  

Treasurer - Dallas Chapter

With over 25 years of experience in water resources and environmental engineering, Jenny currently serves as an Associate Vice President and Project Advisor in the Water Resources practice at Halff. She holds a Bachelor of Science in Engineering Science and a minor in Chemistry from St. Mary’s University in San Antonio. While working full-time in engineering consulting, she earned a Master's degree in Civil Engineering with a focus in Water Resources from the University of Texas at Arlington. She served on the TSPE Dallas Chapter Board of Directors for eight years including Chapter President. She has held numerous other leadership roles including her current role as TSPE Treasurer. Her recognitions include the TSPE Excellence Award, the Distinguished Engineer of the Foundation Award from the Texas Engineering Foundation, and Young Engineer of the Year and Engineer of the Year for both the Dallas Chapter and at the state level. She has also been involved in organizations such as the Junior League of Collin County, Little People of America, and the National Psoriasis Foundation. Jenny maintains a strong connection to her alma mater, St. Mary’s University, where she has been honored as a Distinguished Alumna.

NSPE State Delegate - Dallas Chapter

Brian is a Vice President and Market Leader at Halff and a member of the Dallas Chapter. Brian has held multiple leadership roles in TSPE including 2023-24 TSPE President, Leadership Programs Chair, Education Committee Chair, State and National Conference Planning Committee member, Executive Vice President, President-Elect, and President from 2023-2024, and recently served as the Chair for the NSPE Education Committee. He also served on the Emerging Leaders Program Task Force. Brian’s TSPE recognitions include: the 2015 Dallas Chapter Engineer of the Year, the 2015 Distinguished Engineer of the Foundation, the 2016 TSPE Engineer of the Year, the 2017 TBPE Magazine Engineer Spotlight, and the 2020 TSPE President’s Award. Brian was born and raised in El Paso, Texas and attended the University of Texas at Austin, where he received his BSCE. He later earned his master’s degree in Structural Engineering and Applied Mechanics from the University of Texas at Arlington. Brian is married and has a son and a daughter. He's active in coaching their sports activities and spends his spare time surfing, snowboarding, and playing ice hockey.

NSPE State Delegate Alt. - Fort Worth Chapter

As a member of TSPE, Bob has been involved at all levels of the organization, most recently serving as the NSPE Treasurer and a Executive Committee member. In addition, Bob served as the Treasurer of the NSPE Education Foundation from 2021-25. Previously, he served as TSPE President, Executive VP, Treasurer, State MATHCOUNTS Chair and as President of the Fort Worth Chapter. He also served the Texas Engineering Foundation as a Trustee and Treasurer for multiple terms. Price was named a TEF Distinguished Engineer and honored a TEF Fellow. Bob is a Class of 1981 BS Civil Engineering graduate of Texas A&M University and a 1994 graduate of the University of Texas at Arlington MBA Program. Price served as a public member of the Texas Board of Professional Land Surveying from 2012 to 2015. Prior to his appointment by Gov. Rick Perry, then Gov. George W. Bush previously appointed him to the Texas Commission on Fire Protection. After serving the City of Grapevine in various capacities and finally, as the Assistant Director of Public Works, he was appointed as the Director of Public Works for the City of Southlake. In 2016, he retired from municipal government and continues his work with his own single-member consulting firm.

Vice President Region I - El Paso Chapter

Alejandra Gallegos is a project manager and Senior Associate at Huitt-Zollars, where she began her career in 2012. She has over eleven years of experience in traffic and transportation engineering projects throughout the Southwestern US. Alejandra earned her Bachelor and Master of Science in Civil Engineering degrees from the University of Texas at El Paso (UTEP), and a Master’s in Technology in Transportation and Telecommunication degree from Czech Technical University in Prague, Czech Republic.

Alejandra has been an active member of the TSPE El Paso Chapter since 2013. She helped start the TSPE UTEP Student Chapter and has organized multiple fundraising events benefiting the TSPE El Paso Chapter Endowed Scholarship in Engineering at UTEP. Alejandra has also served in all levels of the El Paso Chapter. She recently served as the El Paso Chapter State Director and in the TSPE Strategy Task Force. She was awarded Young Engineer of the Year by the TSPE El Paso Chapter in 2017.

Vice President Region II - Central Texas Chapter

Thomas D. Valle, P.E. is a partner at Kasberg, Patrick & Associates (KPA), a multi-disciplinary consulting engineering firm with offices in Temple and Georgetown. Tommy has been practicing Civil Engineering at KPA for over 26 years since his graduation from Texas A&M University. His engineering experience includes project management, design, preparation of construction plans and specifications, and construction administration for water supply, water distribution, water treatment plants, wastewater collection systems and wastewater treatment plants. Tommy is active in both professional and civic organizations. He currently serves as a Trustee on the Troy ISD School Board and is a past president of the Rotary Club of Temple, Texas. He is a member of TSPE, ASCE, WEAT and AWWA. Tommy has served in each of the board positions at his local TSPE Chapter (Central Texas) including Secretary, Treasurer, President-Elect, President, Director and State Director and is a past recipient of the Central Texas Chapter Young Engineer of the Year and Engineer of the Year awards. Tommy currently serves on the TSPE State Board as the Region II Vice President.

Vice President Region III - Rio Grande Valley Chapter

Marie C. Leal has been with the Brownsville Public Utilities Board since November 2015 and serves as Director of Water/Wastewater Engineering & Capital Planning. She has 32 years’ experience as a licensed Professional Engineer in the State of Texas with extensive knowledge in all aspects of Civil Engineering specifically excelling in the effective execution of operations strategies, design processes and business operations for water and wastewater engineering. Prior to joining the Brownsville Public Utilities Board, Marie brought with her over 20 years of experience working in the private consulting industry in Roadway & Drainage design, Land Development, Project Management, and Airport design in the lower Rio Grande Valley as well as 10 years of Transportation Engineering experience gained while working with the Texas Department of Transportation, Pharr District at the start of her career.

Marie has served as President and State Director for the TSPE Rio Grande Valley Chapter for the past three years. Marie Leal holds a Bachelor of Science in Civil Engineering from Texas A&I University (Texas A&M Kingsville).

Vice President Region IV - Greater Houston Chapter

Rebekah is a Principal at Walter P Moore with over 17 years of experience managing a wide range of public and private water resources projects focusing on floodplain management throughout Texas. She joined Walter P Moore in 2020, she has spent her career in Houston after graduating from University of Evansville with a Bachelor of Science in Civil Engineering.

Rebekah is an active member of TSPE and has served the Greater Houston Chapter in various positions, including chapter president. She was honored as Greater Houston Chapter’s Young Engineer of the Year in 2018. Rebekah serves as the Immediate Past Chair of the MATHCOUNTS Committee and currently serves as Regional Vice President. She was recognized as a Distinguished Engineer of the Foundation by TEF in 2025. Outside of work, Rebekah enjoys spending time with her dog, reading, and spending time with friends and family.

Vice President Region V - Northeast TX Chapter

Clay Barnett, P.E. is a Vice President with Huitt-Zollars.  Prior to his career with Huitt-Zollars, Clay worked for Grayson County as the Executive Director of the Grayson County MPO/County Engineer/Director of Development Services for six years and the City of Sherman as the Director of Public Works and Engineering for the previous 5 years.  Clay attended Texas A&M University and was a proud member of the Fightin’ Texas Aggie Corps of Cadets. He received his Bachelor of Science degree in Civil Engineering from Texas A&M on December 19, 1997, licensed as a Professional Engineer on January 9, 2003, and a Master of Business Administration from the University of Texas at Dallas on December 24, 2011.  Clay is the Region 5 Vice President of the Texas Society of Professional Engineers (TSPE) and a graduate of the Professional Engineers Leadership Institute.  Clay was elected to serve on the Sherman City Council on September 14, 2024 and serves on the Sherman Chamber of Commerce Board of Directors. Clay and his wife Laura have been married for twenty-four years and have two sons. Outside of work, Clay enjoys camping and fishing.

TEF Chair - Abilene Chapter

Nancy is a Vice President with Baxter & Woodman, a multi-disciplined consulting firm that she has been with for over 28 years. Nancy is a graduate of Texas A&M University with a BS in Civil Engineering. Nancy was appointed by Governor Abbott to serve on the Board of the Upper Colorado River Authority and currently serves as the Chair of that Board. Nancy is an active member of TSPE, having served the Greater Houston Chapter in all officer positions and being recognized as the Chapter’s Young Engineer of the Year in 2004. She has served on the TSPE State Board for many years, including a term as State President in 2015-2016. She currently serves as the Chair of the Texas Engineering Foundation. She was named as a Distinguished Engineer of the Foundation by TEF in 2010. Nancy has been an active volunteer with the MATHCOUNTS program for more than 27 years, including a term as the Chair of the State MATHCOUNTS Committee. She currently serves as the Chair of the Board of the National MATHCOUNTS Foundation.
